Bad schematic dude Missing values, at least one ground not specified (for example, best guess is between R7/D4?) - Built as specified the op amp for the regulator could cook as soon as the tube fires the first time, all the while never having a good reference for zero to do the regulating.     Personal rule of thumb - Especially if you're still in breadboard phase - If you draw the schemo from the breadboard, double check it, then re-assemble the 'working' schemo back from the drawing to make sure you got everything before you post it.
